Good Morning, the Director General of NCAA, Chief Executives of Aviation Parastatals and agencies, Captains of Industry, Aviation Experts, distinguished Ladies and Gentlemen.
NCAA as the sole and autonomous regulator of civil aviation as enshrined the Civil Aviation Act 2006 had gathered stakeholders to consult on the proposed amendment to the Nigerian CARs 2009 and 2012. The NCAA in achieving its objects and purpose shall be guided at all times by the Federal Government Policies, the Civil Aviation Act 2006, government circulars and gazetted directives.
Dear participants, I encourage all aspects of civil aviation ably represented here to dig deep into their wealth of knowledge and expertise to make constructive suggestions and inputs that will enhance the quality of the proposed Regulations which will in turn drive the industry forward.
All amendments to the ICAO Standards and Recommended Practices contained in Annexes 1 to 19 are required to be domesticated for Nigeria to continue to enjoy the pride of place in the comity of nations. The Economic Regulations and Consumers Protections Regulations are to be amended to conform to international best practices.
All hands must be on deck to ensure a very successful outing for Nigeria in the upcoming ICAO Universal Safety Oversight Program (USOAP) Audit which is scheduled to hold in March 2016. The amendment of the Nig.CARs in order to bring it up to date with recent ICAO amendments is an integral step towards the success of the Audit.
